Working across borders: which country's social security covers you
How EU coordination rules decide where you pay contributions and claim benefits.
10 October 2026
If you live or work in more than one country, the rules of EU Regulation 883/2004 decide which country is responsible for your social security. As a general rule you are insured in the country where you work, even if you live elsewhere.
What this means in practice
You pay contributions in one country only and claim benefits there. Your employer or, if you are self-employed, you yourself must register with the competent authority. A certificate (form A1) proves which legislation applies to you.
How Abate Consulting helps
Our plans complement the statutory cover of the country you choose. Your certificate shows the country of cover, the plan and the period, and can be checked online by any employer or authority.
